The War Against the War Against TerrorismWhite House, 4/01: Focus on Bin Laden "A Mistake" (from: The Daily Mis-Lead)A previously forgotten report from April 2001 (four months before 9/11) shows that the Bush Administration officially declared it "a mistake" to focus "so much energy on Osama bin Laden." The report directly contradicts the White House's continued assertion that fighting terrorism was its "top priority" before the 9/11 attacks1. Specifically, on April 30, 2001, CNN reported that the Bush Administration's release of the government's annual terrorism report contained a serious change: "there was no extensive mention of alleged terrorist mastermind Osama bin Laden" as there had been in previous years. When asked why the Administration had reduced the focus, "a senior Bush State Department official told CNN the U.S. government made a mistake in focusing so much energy on bin Laden."2. The move to downgrade the fight against Al Qaeda before 9/11 was not the only instance where the Administration ignored repeated warnings that an Al Qaeda attack was imminent3. Specifically, the Associated Press reported in 2002 that "President Bush's national security leadership met formally nearly 100 times in the months prior to the Sept. 11 attacks yet terrorism was the topic during only two of those sessions"4. Meanwhile, Newsweek has reported that internal government documents show that the Bush Administration moved to "de-emphasize" counterterrorism prior to 9/115. When "FBI officials sought to add hundreds more counterintelligence agents" to deal with the problem, "they got shot down" by the White House.

He Said He SaidLast week, in response to Richard Clarke's allegations that the President took him aside and asked him to find out if Saddam Hussein was involved in the 9/11 attacks, the White House claimed there was no record of such a meeting in the Situation Room on September 12th. Now, witnesses confirm that indeed the President did talk with Clarke. From the New York Times Online ( March 28, 2004):"The White House acknowledged Sunday that on the day after the terrorist attacks of Sept. 11, 2001, President Bush pressed his top counterterrorism adviser, Richard A. Clarke, to find out whether Iraq was involved." ... "In his new book, "Against All Enemies" (Free Press), Mr. Clarke recounts that the president pulled him and several other aides into the White House Situation Room on the evening of Sept. 12, 2001, and instructed them "to go back over everything, everything. See if Saddam did this. See if he's linked in any way." "Mr. Clarke was incredulous, he said in the book. 'But, Mr. President, Al Qaeda did this,' he said he responded. Mr. Bush answered, 'I know, I know, but ... see if Saddam was involved. Just look. I want to know any shred,' according to Mr. Clarke's account." Furthermore, in response to Clarke's testimony at Senate Committee hearings that while terrorism was an important issue for the administration, it was not an urgent issue, Bush administration spokespersons erroneously asserted all last week that antiterrorism was a TOP priority.
